Public Housing
What is the Public Housing Program?
Public Housing Agencies were established to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. Public Housing properties come in all sizes and types, from scattered family apartments and houses to high-rise apartments for elderly families. The U.S. Department of Housing and Urban Development (HUD) administers Federal aid to local housing agencies that manage housing for low-income residents at rents that can afford it. The Housing Authority of Kansas City, Missouri, owns, operates, and maintains over 1,900 Public Housing units throughout the Kansas City Metropolitan area.
Who is eligible for public housing assistance?
Anyone seeking housing assistance in the Kansas City, Missouri metropolitan area is eligible to apply for housing assistance. The Housing Authority of Kansas City, Missouri, determines initial eligibility based on four factors:
- Annual gross income
- U.S. citizenship or eligible immigration status
- Local federal preference, and
- Criminal Record. If determined eligible, the Housing Authority will request references and documentation to assess whether the applicant will make a good tenant. The Housing Authority will deny admission to any applicant who demonstrates negative actions or behaviors which will have a detrimental effect on the Public Housing tenants and environment.

Local Federal Preference
All admissions to Public Housing will be based on these local preferences. Within each local preference category, applicants will be ranked by the date and time of their application for Public Housing.
These local preferences categories, in order of priority:
- Working, Work Training Program, Elderly, and Disabled
- Homeless, Job Training Program, Housing Factor and Rent Burden
- Non-preference.
This authority uses income guidelines established by the Department of Housing and Urban Development (HUD). Below are the guidelines for the Kansas City Metropolitan area.
