JOB SUMMARY
Responsible for developing grant funds and locating potential funding sources and delivering a broad range of services/assistance for low-income participants to help them move toward fulfillment of life goals. Prepares accurate and timely reports for all existing grant funded projects.

ESSENTIAL FUNCTIONS
Essential Duties and Responsibilities
The duties listed below illustrate of the various types of work that may be performed. Undertakes and performs the following and all other work-related duties as assigned.

  1. Generates revenues for Authority programs services through timely submission of well-researched, well-written, and well-documented fund-raising proposals.

  2. Conduct the full range of activities to prepare and submit proposals to Federal Agencies and Foundations.

  3. Direct and indirect supervision of department staff, set daily and weekly goals, ensure quality assurance, provide ongoing assistance to support a positive and productive working environment.

  4. Conduct ongoing research and tracking to identify potential sources of funding for local supportive services.

  5. Collect data and institute record-keeping practices and protocols that ensure the fulfillment of reporting obligation of funders such as private and public agencies; including the development of tracking tools in conjunction with Resident Services staff to assess program compliance and efficiency.

  6. Research and develop performance and evaluation measures.

  7. Coordinate activities with Authority Finance, Legal, Management and other staff as necessary to ensure contract enforcement including advising on allowable Authority payments.

  8. Maintains, develops, and nurtures partnerships/relationships with current social service providers, local community businesses/organizations, and local, state, and federal program contacts in an effort to build and support Authority program initiatives and participants.

  9. Attends and/or participates in appropriate departmental, staff, and Authority professional meetings.

  10. Accountable for consistent adherence to strong Authority standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of Authority materials, supplies, resources, and other assets.

SUPERVISORY RESPONSIBILITIES
The Assistant Director of Resident Services receives instructions from the Director of Resident Services. The employee is generally free to develop methods, priorities, and/or objectives and make modifications within boundaries set by the supervisor. Normally, the employee makes independent decisions pertaining to situations not covered by specific guidelines, but the supervisor is consulted in serious or unusual circumstances. The employee's work is regularly reviewed for progress, compliance with procedures, completion, and achievement of goals.

The employee frequently makes specific assignments to Section 3 Coordinator and the Senior Services Coordinator specifying priorities, deadlines, and objectives. Assignments to staff will include what is to be done, deadlines, quality, quantity, and priority. The employee supervises managerial and clerical employees and monitors the work of multiple work units. Makes recommendations regarding hiring, discipline, and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Job Competencies

  1. Thorough knowledge of accepted consultation and interviewing techniques.

  2. Thorough knowledge of community agencies, facilities, and services which can be utilized to aid residents.

  5. Ability to assist with the daily operations of the entire Resident Services department.

  6. Ability to write clear, structured, articulate and persuasive proposals. Strong editing skills, attention to detail, ability to meet deadlines.

  7. Knowledge of fundraising techniques and strategies.

  8. Knowledge of human services industry in the Kansas City area.

  9. Skill in understanding statistics, research methods, and professional writing methodologies.

  10. Must be able to maintain punctuality and attendance as scheduled.

EDUCATION AND EXPERIENCE
Bachelor's Degree from a four (4) year college or university; experience in a non-profit setting. Master's Degree in social work or social work administration is preferred. Must have three (3) to five (5) years of experience with grant writing. Must have supervisory experience. Must have considerable experience in developing budgets.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed. Work is performed primarily in an office environment with occasional travel to meetings. The incumbent frequently uses standard office equipment including personal computers, telephone and related equipment. Work is in a primarily diverse setting. Work may involve visits to resident's homes or the offices of other agencies. The employee may be exposed to weather extremes and the usual hazards associated with other business facilities and resident homes. Office environment. The noise level in the work environment is moderate.

CONTACTS
Work requires frequent internal contact with employees and managers in the administration of the resident services program and with external contacts. The employee's contacts include: Resident Services staff, Authority personnel, residents, resident councils, businesses, corporations, community service organizations and agencies. The purpose of such contacts is to bring community and resident services to Authority residents, foster resident pride, participation, and provide various kinds of support and assistance for individuals and families.

OTHER REQUIREMENTS

  1. Must possess a valid driver's license.
  2. Must be available for occasional overnight travel for training.
  3. Must pass employment drug screening and criminal background check.
  4. Must work with the highest degree of confidentiality.
