2015 Chouteau Courts Choice Neighborhoods Transformation Plan
The Housing Authority was awarded a Choice Neighborhoods Initiative (CNI) Planning Grant from the Department of Housing and Urban Development (HUD) in 2011. The grant will support a comprehensive Transformation Plan for the replacement of the aging Chouteau Courts public housing site at 1220 Independence Avenue, and revitalization of the surrounding Paseo Gateway community.
To support this planning effort the HAKC has received $343,000 in cash match and in-kind contributions from 11 partners. These include the City of Kansas City, Missouri, Greater Kansas City LISC, the KCMO School District, MARC, Kansas City University of Medicine and Biosciences (KCUMB), UMKC School of Social Work, Full Employment Council, Samuel Rodgers Health Center, Mattie Rhodes Center, and Don Bosco Centers.
The Department has engaged WRT Design, experienced architects and urban planners, to help prepare the Transformation Plan. A key partner, Greater Kansas City Local Initiative Support Corporation (LISC) is already active in this community, and will play a key role in coordinating resident input to develop the Plan. HAKC will work closely with the Chouteau Courts Residents Council, the Independence Plaza, Pendleton Heights, and Paseo West neighborhood associations, and the Northeast Chamber of Commerce.
The Transformation Plan will address three key elements:
Housing – Replacement of Chouteau Courts, and revitalization of neighborhood housing.
People – Support positive outcomes for public housing and neighborhood resident’s health, safety, education, and employment.
Neighborhood – Improve transportation access, parks and recreational opportunities, neighborhood commerce, and availability of services.
HAKC will submit the completed Transformation Plan to HUD in 2012 for a competitive CNI Implementation Grant for both construction of new replacement housing for Chouteau Courts and funding of major neighborhood improvements and supportive services.
